Project Summary
The project, coordinated by BUND Thüringen in collaboration with NABU Thüringen, the Deutscher Verband für Landschaftspflege (DVL), and Prof. Dr Stefan Brunzel from the University of Applied Sciences Erfurt, developed an advanced training programme for professionals in the Natura 2000 sector. Funded by the Deutsche Bundesstiftung Umwelt (DBU) and the Thuringian Ministry for the Environment, Energy and Nature Conservation (TMUEN), the project was implemented between July 2021 and July 2024, with a pilot phase launched in November 2022. From November 2024, the course continues as an annual training offer self-funded through participants' registration fees. The path, with an approximate duration from November to June, combines e-learning on the Moodle platform, in-person seminars, and field excursions, concluding with an exam and the issuing of a certificate.

Context
In 2016, a study carried out within the framework of the European Commission's Fitness Check on nature legislation confirmed that the Habitats and Birds Directives remain fundamental to EU conservation policy, but highlighted the need for better implementation on the ground. The management of Natura 2000 sites requires highly interdisciplinary skills - ecology, agriculture, forestry, water management, communication, and conflict mediation - but in Germany, as in the rest of Europe, a comprehensive training path covering the full spectrum of necessary knowledge was lacking, despite a growing demand for qualified personnel.
Problems and Threats Faced
- Structural shortage of qualified personnel for the management of Natura 2000 sites, against a backdrop of increasing demand for "Natura 2000 Managers" across German territory

Objectives and Results

Good Practice Description
The value of the Natura 2000 Manager project lies in having filled a structural training void identified at the European level: the lack of a comprehensive and interdisciplinary path for training professionals capable of concretely managing sites within the Natura 2000 Network. Instead of developing isolated sectoral modules, the project built a curriculum that integrates ecological, regulatory, managerial, and relational skills into a single path, recognising that effective conservation requires technical knowledge as much as mediation skills within the territory .
Particularly innovative is the hybrid teaching approach, which combines asynchronous e-learning on the Moodle platform, in-person seminars, and field excursions. Among the most distinctive tools are the digital virtual reality (VR) panoramas of habitat types, which allow future managers to virtually explore natural environments and train in habitat recognition and delimitation before even going into the field — an approach that reduces the costs and time of practical training and can be easily transferred to other national contexts .
Another qualifying element is the explicit inclusion of "Social Competence" modules dedicated to arguing in defence of nature conservation (Arguing for Nature Conservation) and managing land-use conflicts. This explicit recognition that managing a Natura 2000 site is also, and above all, an exercise in relating to local communities and productive sectors represents a direct point of contact with the TraiN2K vision: the profile of the Natura 2000 Coach, capable of facilitating dialogue between conservation interests and socio-economic interests, finds a concrete and already tested training reference here .
Finally, the transition of the project from a funded initiative (DBU / TMUEN) to a self-funded course through participant fees starting from 2024 constitutes a relevant case study in terms of post-project financial sustainability, proving that sufficient market demand exists to support such a specialist educational offering in the medium-to-long term.
Impact and Results
- Development of a complete and modular curriculum, organised into 11 thematic areas (Natura 2000, Ecology, Species and Habitats, Restoration, Agriculture, Forestry, Water, Recreational Use, Project Management, Communication, Social Competence), freely accessible online in an introductory form
