LIFE TraiN2K sets out to strengthen the management system of Natura 2000 sites by qualifying the professionals responsible for site management, ecological restoration and surveillance, and by reducing the operational fragmentation and the knowledge and skills gaps that still exist between managers, authorities, research institutions and monitoring bodies.

To achieve this, the project builds a European hybrid training system, articulated around three complementary and mutually reinforcing approaches, each addressing a different audience and level of specialisation:

1. European Training System – Natura 2000

This is the operational core of TraiN2K's specialist training offer, and the professional route through which the project's three new job profiles — Natura 2000 Coaches, Eco-Restorers and Natura 2000 Rangers — are formed. Access is reserved to participants selected for the project's advanced training programme, and the pathway is designed as a genuine hybrid ("blended") system that combines online theoretical modules with in-person practical sessions delivered at the two centres of excellence in Sabaudia (Italy) and Madrid (Spain).

Each professional profile has a tailored curriculum:

• Natura 2000 Coaches are trained in the governance and strategic management of protected sites, covering monitoring protocols, conservation-status reporting and the development of site management plans;
• Eco-Restorers specialise in the ecological restoration and active conservation of habitats, learning to design and implement rehabilitation measures for forests, wetlands, grasslands and marine environments in line with the EU Nature Restoration Law;
• Natura 2000 Rangers focus on surveillance, monitoring and field protection, gaining legal, administrative and technological skills — from the control of invasive alien species to the use of drones and geospatial monitoring tools.

The e-learning space linked to this approach is not simply a repository of materials: it allows participants to prepare for in-person sessions, track their progress through exclusive resources and mid-term assessments, and complete the digital pathway required to obtain the final professional certification.

2. Master in Natura 2000 Expert

To formally professionalise and give European-level recognition to the figures trained by the project, TraiN2K establishes an international second-level Master's programme: Biodiversity Governance – Natura 2000 Expert (BIOGOV), issued by the University of Tuscia (UNITUS), Department of Ecological and Biological Sciences, in partnership with the Carabinieri Forestry, Environmental and Agri-food Protection Command (CUFA).

The 12-month, 60-ECTS programme is fully financed under the EU LIFE Programme and is open, free of charge, to European citizens holding a Master of Science degree or an equivalent second-cycle qualification. It uses a blended teaching model, combining six online thematic modules — covering evolutionary biology and biodiversity patterns, ecosystem degradation, biodiversity monitoring and restoration methods, environmental crime, landscape planning and restoration ecology, and international biodiversity governance and policy — with two months of in-person field activities in Italian State Nature Reserves managed by the Carabinieri Forestali. The Master trains 20 highly qualified professionals per edition, equipping them to operate in international environmental governance, protected-area management and biodiversity conservation initiatives, and concludes with the public defence of an individual project on a real biodiversity governance or restoration case study.

3. E-learning for the public

Alongside the professional pathways, TraiN2K opens its knowledge base to a wider audience through a free Massive Open Online Course (MOOC), providing a foundational overview of the European training system developed by the project. The course is designed to bridge the gap between scientific knowledge and field application, sharing standardised monitoring methods, technical tools and management best practices across the Natura 2000 Network.

The MOOC is aimed at site managers and owners, ecosystem-restoration technicians, environmental law-enforcement staff, students and researchers seeking to build "green skills" and pan-European professional recognition. As with the professional training system, learners can follow an introductory path mirroring the three professional profiles — Natura 2000 Coaches, Eco-Restorers and Natura 2000 Rangers — exploring practical restoration solutions, the technical implementation of EU directives and modern monitoring technologies, while starting to build a network of practitioners and experts around shared solutions for biodiversity conservation.

Together, these three approaches allow TraiN2K to reach every level of engagement with Natura 2000 management — from broad public awareness, to professional certification, to advanced academic specialisation — supporting a more connected, coherent and effective European community for the planning, management and protection of biodiversity.

Specifically, the LIFE TraiN2K project will implement the following actions:

• Develop training programs aimed at training Natura 2000 professionals with three job profiles: Natura 2000 Coaches, EcoRestorers, and Natura 2000 Rangers.
• Create a training system that includes specific and cross-disciplinary training modules based on in-person and e-learning courses.
• Design and implement a dedicated online training platform to harmonize and archive the aforementioned training modules and Natura 2000 management best practices. This platform will also include a support service for Natura 2000 stakeholders, providing documents, guidelines, information, and contact information for trainers to overcome existing administrative and technical obstacles in Natura 2000 management. Finally, the platform and specific training modules will also be available to the general public, upon registration.
• Formally certify new Natura 2000 professionals
• Establish an international second-level Master's degree in "Natura 2000 Expert" aimed at professionalizing the professionals involved in the management of Natura 2000 sites.
• Develop a communication system to foster stakeholder involvement in the management and planning processes of Natura 2000 sites.

LIFE TraiN2K brings together a European partnership and reaches a wide range of people and organisations, at different levels of direct involvement, across the Natura 2000 Network.

The partnership

The consortium is coordinated by D.R.E.Am. Italia, on behalf of the Carabinieri Biodiversity Group (CUFA), and brings together nine organisations from Italy, Spain, France, Portugal and the wider European network, deliberately chosen to represent the different institutional worlds that normally interact too little around Natura 2000: law-enforcement and surveillance bodies, applied-research institutes, academia, a European site-managers' network, and a network specialised in environmental education. This diversity of profiles — military corps, research centres, universities, private enterprise, and international networks — gives the project the technical, scientific, legal, educational and communication capacities it needs, and is the same diversity the training system aims to bring closer together in the field. Direct beneficiaries

These are the people and organisations who take an active part in the project's activities and directly receive its training, tools or certification:

• the trainees who follow the professional pathway and are certified as Natura 2000 Coaches, Eco-Restorers and Natura 2000 Rangers, together with the BIOGOV Master's students;
• site managers and owners, public or private, who apply new management and monitoring approaches on the ground;
• competent authorities responsible for implementing EU environmental directives at national and local level;
• research and monitoring bodies working on protected habitats and species;
• surveillance and law-enforcement corps engaged in the protection of Natura 2000 sites;
• the users of the online platform and of the free MOOC, who access training modules, case studies and best practices directly.

Indirect beneficiaries

Beyond those directly trained or served, the project's impact is designed to reach a wider circle over time:

• the broader community of Natura 2000 stakeholders — policymakers, national and regional institutions, and public or private organisations — who benefit from improved coordination, shared standards and better-trained interlocutors;
• researchers and universities across Europe, who gain access to shared knowledge, methods and networks;
• students, environmental educators and schools, reached through awareness and dissemination activities that build long-term interest in biodiversity careers;
• local communities and citizens living in and around Natura 2000 sites, who benefit from more effective conservation, restoration and enforcement;
• countries and organisations outside the partnership, which can adopt and replicate the training model through the project's scaling-up strategy, workshops and cascade grants;
• ultimately, European biodiversity and ecosystems themselves, which benefit from more coherent, better-coordinated management across the whole Natura 2000 Network.

LIFE TraiN2K unfolds over 48 months (September 2024 – August 2028) through seven phases. Two of them — project management and communication — run continuously throughout the project, while the other five build on one another to take the training system from design to full European roll-out.

1. Project management and monitoring (ongoing, September 2024 – August 2028) — Administrative, technical and financial coordination of the partnership, together with continuous monitoring of progress, KPIs and results, to keep the project on track from its first day to its final report.
2. Preparation of training infrastructure and tools (September 2024 – October 2025) — Development of the online training platform and of the physical Natura 2000 Training Institute in Sabaudia, populated with the content, resources and best practices that will support all subsequent training activities.
3. Preparation of training activities for Natura 2000 professionals (February 2025 – January 2026) — Assessment of training needs and skills gaps, engagement of a network of experts, universities and research institutes, and design of the curricula for the three professional profiles and their shared soft-skills module.
4. Recruitment of trainees for the Natura 2000 Training Programme (February 2025 – July 2026) — Promotion of the training programme and launch of the Calls for Applicants, followed by the evaluation and selection of the candidates who will become Natura 2000 Coaches, Eco-Restorers and Rangers.
5. Training activities (February 2026 – July 2027) — Delivery of the BIOGOV Master’s programme and of the professional training pathway, combining in-person lessons, e-learning and field training, culminating in final assessments and the certification of the first cohort of Natura 2000 experts.
6. Extension of the training system to all EU countries (January 2027 – August 2028) — Scaling up the model beyond the partner countries through dedicated national workshops and cascade grants, so that the training system and its results become replicable across the whole Natura 2000 Network.
7. Communication and dissemination of project results (ongoing, September 2024 – August 2028) — Development of the project’s brand identity and stakeholder-engagement strategy, and dissemination of activities, materials and outcomes throughout the project’s lifetime, up to the final conference.

The LIFE Programme is the European Union's financial instrument that, since 1992, has promoted the implementation and development of environmental and climate legislation through co-financing projects proposed by public and private entities.

For the 2021-2027 programming cycle, LIFE has a budget of €5.4 billion, playing a key role in supporting the EU Biodiversity Strategy for 2030 and commitments to climate neutrality. In this context, the LIFE TraiN2K project represents a strategic action in the field of training and strengthening professional skills to improve the effectiveness of environmental management.

The Natura 2000 Network is the main European instrument for nature protection and biodiversity conservation. It is a complex ecological network, established under the Habitats Directive (92/43/EEC) and the Birds Directive (2009/147/EC), which ensures the protection of rare habitats and threatened animal and plant species.

Unlike traditional nature reserves, Natura 2000 promotes a model of sustainable coexistence, where the protection of natural heritage is integrated with human activities and the local economy. The TraiN2K project was created specifically to address the challenges of managing this vast network, training new professionals such as Natura 2000 Coaches, Eco-Restorers, and Natura 2000 Rangers.

The Natura 2000 Network in Europe today:

• It involves the 27 member states of the European Union;
• It covers approximately 18% of the EU's land area and a large portion of its marine territory;
• It protects 233 habitat types, over 540 bird species, and approximately 1,390 other animal and plant species.
